I downgraded libgl1-mesa-dev libgl1-mesa-glx libgl1-mesa-glx:i386 libglapi-mesa libglapi-mesa:i386 libosmesa6 libosmesa6:i386 mesa-common-dev to version 17.0.7-0ubuntu0.16.04.2 and this solved the problem.
I went the hard route and downloaded the deb-files manually from "built files" https://launchpad.net/ubuntu/+source/mesa/17.0.7-0ubuntu0.16.04.2/+build/13231714 and installed with # sudo dpkg -i *.deb manually watching out for dependencies.
