Cavium ThunderX2 systems fail to boot with:
kernel BUG at /build/linux-Kvfi4x/linux-4.14.0/drivers/iommu/arm-
smmu-v3.c:1103!
[Test Case]
Boot the bionic kernel.
[Regression Risk]
The fix is a clean upstream cherry-pick, so will have upstream support. It is
restricted to arm64 platforms, mitigating risk for other architectures.
