Ubuntu doesn't package the Snap backend for plasma-discover:
$ apt search plasma-discover | grep -i artful

plasma-discover-flatpak-backend/artful,now 5.11.5-0ubuntu1~ubuntu17.10~ppa1
amd64 [installed]
As you can see, the Flatpak backend is packaged, but not the Snap backend! This
seems odd given that Canonical is trying to promote Snap adoption, yet users of
KDE Discover on Ubuntu-based distros (including Kubuntu) can't use Snaps! I
would strongly recommend packaging the Snap backend.
