The proposed fix resolves this issue for me as well. This now affects xenial with the standard HWE stack enabled (not just hwe-edge) as linux-generic-hwe-16.04 currently selects kernel 4.13.0-26.29, but this errors during the build when dkms is installed due to this issue.
