if 'automatic' works and 'manual' does not, then it can be:
- 'space/shift' added (and not expected) or missing
- the keyboard config does not produce expected encoded character (have you set
a custom choice ?)
- is your install a fresh one or a rolling one ? Old settings/borked profile
can brake it.
So do a fresh Bionic install to know about that issue, and do a new
report if needed.
