Ok I found another way to get at the message by just running
apt-get install rsync
it may not be the same version as rsync, but its the same message
Setting up rsync (2.6.9-3ubuntu1.1) ...

update-rc.d [-n] <basename> start|stop NN runlvl [runlvl] [...] .
-n: not really
-f: force
