Public bug reported:

After logging out from GNOME shell and logging into Xubuntu, rearranging
the displays relative position without any further changes and
rebooting, the primary screen setting for GNOME shell which is used by
`wine` and others is changed.

The desktops should optionally offer an option to share settings
between, but under no circumstances should they change each others
settings.
