Public bug reported:

gdebi-kde has been dropped by Debian's gdebi package since it was the
last thing in Debian depending on pykde4. This is part of a larger
effort to remove Qt 4 from Debian and Ubuntu.

lubuntu-qt-desktop depends on gdebi-kde, which is preventing the latest
version of gdebi from migrating out of bionic-proposed. Please drop the
dependency (you can replace it with the GTK+ frontend 'gdebi' if you
like). Alternatively, you can port gdebi-kde to Qt 5 and re-enable it in
both Debian and Ubuntu.

By the way, kubuntu-desktop stopped including gdebi-kde by default in
2011.
