Public bug reported:

The file globally disables all qDebug() for any Qt 5 installation on the
system.

Instead, as in other distros (Fedora), it should go to:

QT_INSTALL_DATA , instead of /etc/xdg/QtProject:
qmake -qt=qt5 -query QT_INSTALL_DATA 
/usr/share/qt5
