Steps to reproduce:
1. Position Firefox over Terminal.
2. Middle-click the title bar of Firefox.
3. Middle-click the title bar of Terminal.
Expected behavior:
Step 2 should lower Firefox, then step 3 should lower Terminal.
Actual behavior:
Step 2 lowers Firefox, but step 3 has no effect on Terminal.
This worked previously in Ubuntu 17.04.
