Experienced the same problem when installing wine.

The cause of this behaviour seams to be the differing time stamp in the 
mentioned file.
This is also true for the file /lib/udev/rules.d/60-libsane1.rules.

Workaround would be manualley downloading libsane1:amd64 and
libsane1:i386 and installing both with sudo dpkg -i --force-all <deb-
file>.
