Hi.
This sounds like a problem with your Atheros wireless/bluetooth chips. Other
people are discussing the same problem with the Dell XPS 13 9360 here:

However a problem that low-level is usually a kernel or firmware problem
(if not hardware). Especially if restarting BlueZ (bluetoothd) makes no
difference. So I'm reassigning this to the kernel.
