Hi.

This sounds like a problem with your Atheros wireless/bluetooth chips. Other
people are discussing the same problem with the Dell XPS 13 9360 here:

https://www.dell.com/community/General/XPS-13-9360-Bluetooth-stopped-working/m-p/5092216

However a problem that low-level is usually a kernel or firmware problem
(if not hardware). Especially if restarting BlueZ (bluetoothd) makes no
difference. So I'm reassigning this to the kernel.

** Package changed: bluez (Ubuntu) => linux (Ubuntu)

** Also affects: linux-firmware (Ubuntu)
   Importance: Undecided
       Status: New

** Summary changed:

- Dell xps 13 bluetooth won't connect after resume
+ Dell XPS 13 9360 bluetooth (Atheros) won't connect after resume
