We just merged a Qt upload from Debian where it was unbundled, and now
qtbase is uninstallable because pcre2 is in universe.

Of course we can switch back to the bundled version, but I don’t see how
this can be better than just approving this MIR. Any progress on this,
now that the transition tracker exists?
