Public bug reported:

After Upgrading from xenial to zesty and further on to artful UMTS connection 
through GOBI2000 modem stopped working.
It is an issue of modemmanager and network-manager.

First modemmanager now reports type as "gsm" and no more "wwan" so the
filter in /usr/lib/NetworkManager/conf.d/10-globally-managed-
devices.conf should be updated to

unmanaged-devices=*,except:type:wifi,except:type:wwan,except:type:gsm

Second, the gobi plugin of modemmanager was removed in end of 2015.
Versions below 1.6.12 do not work with GOBI2000 devices.

Tried the proposed solution to compile version 1.6.12 from source on
artfuland it works.

Please update modemmanager to version 1.6.12 in Ubuntu.
