What exactly are the contents of /etc/network/interfaces.d/vlan0?  I
would not normally expect dnsmasq to be started as part of the network
interface configuration via ifupdown.  If there is a reason to configure
it this way, then /lib/systemd/system/networking.service would need to
be changed to start after systemd-resolved.  But perhaps there is a
different way that this could be done that would be simpler and more
consistent with the current boot ordering model.
