I have good news: as mentioned in the Debian bug report, this issue is fixed in fpc 3.0.4+dfsg-14 which will be part of the upcoming Ubuntu 18.04. While I don't have any Pascal code lying around, I have been able to verify that I no longer get an error message and features like "Watches" seem to work. I'm therefore marking this as fix released.
