qgis in Debian will be updated to 2.18 when it replaces 2.14 in the upstream LTR repo.
This should be next month when QGIS 3.0.0 is released, see: https://qgis.org/en/site/getinvolved/development/roadmap.html#release- schedule This is probably too late to get it into bionic before the Debian Import Freeze in March, since autopkgtest causes major delays getting packages to migrate from proposed.
