qgis in Debian will be updated to 2.18 when it replaces 2.14 in the
upstream LTR repo.

This should be next month when QGIS 3.0.0 is released, see:

This is probably too late to get it into bionic before the Debian Import
Freeze in March, since autopkgtest causes major delays getting packages
to migrate from proposed.

Since pretty much all geospatial packages are in universe and
effectively unmaintained in Ubuntu, it's highly unlikely that any one
will focus on resolving the issues that block the geospatial packages
from being included in the bionic release.
