Exchanging the USB key I was using resolved the problem. Weird given there was no issue with writing it, the filesystem looked to have integrity (browsed it fine) and indeed the boot operation worked.
In the end I wrote exactly the same image using exactly the same steps but to a different key and it all worked. Is there any way to assess whether a USB key is at fault?
