Yes, that needs fixing, but don't overdramatize the issue ;) libsane is only a recommends, so it is not mandatory. You still can install and use Wine, right?
The only restriction is that you can use only either 32-bit or 64-bit scanner drivers (affected people by this should be close to zero). So the only issue is that you get some ugly error message, until you decide to not install libsane.
