The device I mentioned is a USB Type-C to HDMI UHD dongle, it uses a NXP
PTN5002 inside:

I just tried to use this dongle under Windows 10, same result. So
probably a hardware/firmware issue.

The NXP PTN5002 works on Precision 3520's TBT port.
