I was able to reproduce the problem with the -generic Xenial kernel (on
a c5.large instance):

4.4.0-109.132 works ok
4.4.0-110.133 broken
4.4.0-112.135 still broken

Those results correspond as expected to the linux-aws kernel versions.
The problem appears to have been introduced by something in Xenial
-generic 4.4.0-110.133.
