I am having the exact same issue. I just installed Ubuntu 16.04 on my Dell XPS 13. During the installation I turned off the secure boot, and when I came back to enable secure boot the WiFi suddenly didn't work. It's 100% related to the secure boot. I see that this bug is opened and marked as High since May 2016, please fix this ASAP.
