This was a huge archaeological endeavor, but I managed to fix all that were 
incomplete and a few more cleanups.
I updated licenses as needed, checked copyright and added it, grouped files 
that now need new groups and so on.
For some obvious cases I did so with the help of copyright generators, but the 
source is crazy enough to prevent just regenerating the copyright file - and 
doing all of it manually is a tradeoff.
But with the fix it is way better and more clean than before at least.

Also fixed a missing dep3 header in a patch of 2012.
