Ubuntu Software Center is not installed by default in Ubuntu 16.04. I
could understand if this was an upgrade from 14.04, but your attached
config says “DistUpgraded: Fresh install”.

What do you mean by “lost”? What happened between the last time that it was 
there, and the first time you noticed it gone? For example, did you:
- log out and log in
- restart
- install updates
- upgrade Ubuntu to 16.04
- install Ubuntu from scratch?
