Public bug reported:

I've been debugging gnome-characters, telegram, etc. not showing in the
Applications list / in searches in GNOME with kenvandine on #ubuntu-
desktop.

/etc/X11/Xsession.d/65snappy is not present on this new Bionic install,
and $XDG_DATA_DIRS is empty in my session.

This effectively leads to installed snaps not being linked in the UI, so
they need to be started manually from the command line. This leads to
poor user experience.
