I did a fresh install of Ubuntu 17.10 and was not using the Linux before
on this machine, so I cannot tell if there is some prior kernel that
doesn't have the problem. But I think it is an old problem:

I already tried to move ~/.config directory and create a new user as
described as a workaround in the link above, but haven't had success.

I tested with the mainline Kernel v4.15.1. With this kernel the screen
keeps turned off and the USB devices seems to be turned off also.
However, the cooler keeps blowing a hot air. Furthermore, closing the
lid seems to have no effect. With kernel v4.13.0-32, the cooler stops
completely but it returns to the login screen as described in the bug
description.

I attached the dmesg generated from a suspension try (kernel
v4.13.0-32). Maybe, its information helps. A partial quote of it:
