The file /usr/share/mysql/charsets/cp850.xml is no more part of mysql-common
package :
$ apt download mysql-common
$ dpkg --contents mysql-common*.deb
A workaround could be:
$ sudo apt-get -f install
** Changed in: mariadb-10.0 (Ubuntu)
