As I think that K makes a better description the bug, I permit myself to
reproduce his comment here:

I am using Gutsy and I've noticed a strange problem:

When using the 2.6.22-14 kernel the hdd is making a strange high pitch
sound similar to some kind of beeping. I suspect that the head is
constantly moving even when the computer is idle and this can not be
good. When I boot up with 2.6.20-16-generic the problem is gone.

PS It's probably good to know that my hdd is FUJITSU MHW2080B and hdparm
-B is set to 255 by default which means that advanced power management
is off.

By the way, here is what answers me the command hdparm -B /dev/sda for me:

/dev/sda:
 IO_support    =  0 (default 16-bit)
 readonly      =  0 (off)
 readahead     = 256 (on)
 geometry      = 9729/255/63, sectors = 156301488, start = 0
  -B: bad/missing power-management-mode value (1..255)
