Thanks for all the work everyone put into developing this, Vladimir in
particular.   The acpi=noirq work around is working here.   I wanted to
add, along with the scaling and the reboot fail issues, I also was not
able to run ubiquity.  The installer would crash giving me errors.   I installed xfce4-power-manger to the live
environment and was able to use ubiquity and install the system from
there, booting to the 800mhz scaling limit.
