We talked about this issue directly and what you really are hitting is
this bug:

The behaviour you are seeing here is a side effect of that bug, where
you see a blank selection inside the Themes dropdown list because it
doesn't exist in the Unity control center theme selection.
I marked this bug here invalid, we can track the progress in LP bug
1100670.
