Yes! You are right. The user 'debian-sys-maint'@'localhost' was missing from sys.user/users table and i inserted the user manually (with these roles assigned : MaintanenceAdmin, ProcessAdmin, UserAdmin, MonitorAdmin, DBDesigner, ReplicationAdmin, BackupAdmin, and custom role - all global privileges granted except GRANT OPTION). Then afterwards, the upgrade process went to completion smoothly.
