On the above only libvirt needs to access (and libvirt runs as root) drwxr-x--- 8 libvirt-qemu kvm 4096 Feb 14 08:02 qemu/ this is the one dir qemu (read potentially untrusted guest code) needs to access. So only this dir is on libvirt-qemu:kvm ownership. So "libvirt-qemu doesnt have permissions to open directory '/var/lib/libvirt/'.": Yes, and it usually doesn't need.
