This failure could be found on both Moonshot and Cavium ThunderX ARM64
systems.

Steps:
 1. Install necessary packages
 2. git clone --depth=1 
https://git.kernel.org/pub/scm/virt/kvm/kvm-unit-tests.git
 3. cd kvm-unit-tests; ./configure; make
 4. TESTNAME=pmu TIMEOUT=90s ACCEL= ./arm/run arm/pmu.flat -smp 1
