The images at http://ports.ubuntu.com/dists/bionic/main/installer-
ppc64el/current/images/netboot/ are updated to a version from today (22
Feb), which should resolve this issue.
Note that the images are only updated whenever the debian-installer
package changes. In principle, that should happen each time the linux
package is updated in the release pocket. Looking at the history, it is
unclear to me why things were out of sync for you; however, as all of
these packages have revved since then, the original issue should be
resolved. Please reopen if you find that it recurs.
