Really sad to uninstall snapd but imagine if all other software decide to create just one folder on $HOME. The fact the isn't just a configuration folder doesn't seem to justify the inability on usr side) to choose the right place to hold this data. About the example with telegram downloads, would be really easy to symlink its downloads "~/Downloads/Telegram".
