a customer reported that when they upgraded neutron-openvswitch-agent, In some hosts's(not all of them), all ports are deleted after it tried restarting agent service. and all instances on the host lost network connectivity Could be race condition, some had issue but some aren't. Restarting daemons were not a solution.
