Public bug reported:

The pygtkmvc package has been removed from Debian as of January 29 2018,
but has not been removed from Ubuntu because the Ubuntu-specific
installation-report-generator package depends on it.

irg appears to be stagnant, seeing no significant development since
2009.

Either irg should be updated to not use pygtkmvc, or someone should do
an upload of an Ubuntu-specific upload of pygtkmvc to "adopt" it (and
fix the build failure that triggered its removal from Debian:
http://qa.ubuntuwire.org/ftbfs/rebuilds/test-
rebuild-20171220-bionic.html).

If someone wants irg to be kept in Ubuntu, this should be resolved
before the 18.04 release.
