Public bug reported:

r-base-html package contains only packages root HTML pages.

For example, function definition links of the `stats` package HTML file
located at

<file:///usr/lib/R/library/stats/html/00Index.html> are broken. Some
broken links:

<file:///usr/lib/R/library/stats/html/acf.html>,
<file:///usr/lib/R/library/stats/html/acf2AR.html> etc.

$ lsb_release -rd
Description:    Ubuntu 16.04.4 LTS
Release:        16.04

$ apt-cache policy r-base-html
r-base-html:
  Installed: 3.2.3-4
  Candidate: 3.2.3-4

package root documentation page are broken.
