This did downgrade the libsodium package, but I still can't play MP4
videos.

I've gone through my bash history and redone all the previous steps of
adding packages, PPAs, using ppa-purge, and updating. I wanted to make
sure I was doing things properly and in the correct order and after
trying that nothing is fixed, same issue:

At this point I've spent more time troubleshooting than a complete
reinstall of Ubuntu would have taken, so I have to cut my losses and try
that. Thanks for the help and tips, I did learn quite a bit about
troubleshooting.
