Copying here comment #51 from bug #1751005: Apparmor profiles were not enabled before the 1:5.4.5-0ubuntu0.17.10.1 SRU. The SRU accidentally enabled them and broke a flurry of use cases. That was a very bad regression. The 1:5.4.5-0ubuntu0.17.10.4 SRU disabled them again. Regression fixed, hence the status.
