The same thing happened to me after the updates and I wasn't even running the compiz effects. What I did was right-click on the desktop, created a launcher with "xterm" as the command. Following that, I double-clicked on the launcher to open a terminal window. Then I keyed in "gnome-panel" and hit enter. The panel came right back on, in the same condition before it disappeared.
