Public bug reported:

Is there any way to configure a Gutsy desktop so people can connect to
its screen even if no one is logged in on the screen?

I can't do this with vncviewer; it only lets me connect if someone who
permits remote desktop access is already logged in locally.

I need some way of capturing control of the screen when it's showing a
login prompt, in order to do remote management of a host that might need
to be rebooted (or might reboot on its own). I can SSH into the box, of
course, but I would also like to be able to use the GUI.
