Public bug reported:

When enabling the xfce-power-manager to handle the display it never blanks the 
screen however upon running light-locker-command -a to force the screensaver to 
active the output returns:
 ** Message: The screensaver failed to activate.

The screensaver does activate using xscreensaver (black screen) and
allowing power management in it blanks it instead of blackening it
