Yes, the mercurial package in bionic-proposed seems to be too new for
tortoisehg. Maybe that's why it is still in -proposed, because it seems
to have been uploaded and built early February
(https://launchpad.net/ubuntu/+source/mercurial/4.5-1ubuntu1).

I've also attached a Debian bug watch to a corresponding bug report
there.
