Public bug reported:
Heroku have updated there database backup tools, and the default
pg_restore command will no longer restore the database dump file.
in Ubuntu 16.04 The current pg_restrore version is 9.5.11
Version 9.5.12 has this issue fixed
Can we get a version bump in 16.04 to at least 9.5.12
for both Intel and ARM
The error received is:
'pg_restore: [archiver] unsupported version (1.13) in file header'
