Public bug reported:
Vulkan specification v1.1 was released on March 7th, so having support
for that in libvulkan in 18.04 would be great.
The 'vulkan' build will also be modified to use packaged versions of
spirv-headers/spirv-tools/glslang, so to avoid having to backport those
after release we should include them as a freeze exception.
