Olivier - very reliable - has happened over the last few days - possibly
due to the updated graphics stack that has dropped in 18.04?
The window under the panel I think is a vertical resolution issue - does
chromium open in a fixed sized initial window?
Only chromium is affected - no other apps are affected. I can double
click what remains of the chromium title bar and it will maximise and at
that point the title bar reappears.
