Public bug reported:

gnome-control-center 3.28 (now in bionic) has changed its app icon name
from preferences-system to gnome-control-center.

If you customize this icon, you may want to change it (or perhaps add
symlinks for compatibility with earlier versions of gnome-control-
center).

There's one tricky part though. If you happen to ship a gnome-control-
center icon in the categories namespace, it will override the apps
version according to my testing.

Specifically, I mean
/usr/share/icons/Moka/*/categories/gnome-control-center.png

will be used instead  of
/usr/share/icons/Moka/*/apps/gnome-control-center.png

I don't know what icon themes Ubuntu Budgie cares about, so I'm filing
this bug and you can take care of checking and fixing the other icon
themes.
