had the same issue, fixed with newer mainline kernel

using repo HWE kernel (linux-image-generic-hwe-16.04):
4.13.0.36.55 ---> hibernation broken
using mainline kernel (linux-image-4.15.9-041509-generic):
4.15.9-041509-generic ---> hibernation works
