Your system appears to be mixing and matching the standard ffmpeg
packages from Ubuntu 16.04 (version 7:2.8.11-0ubuntu0.16.04.1) and
nonstandard ones from PPAs.
Please purge all PPAs from your system and retest:
1. sudo apt install ppa-purge
2. sudo ppa-purge .... (on all the PPAs you are using)
3. Retest and provide new output from 'dpkg -l | grep libav > libav.txt'
